Good composition, although I am not sure about the steps at right center edge. The seagull is very useful for framing and for injecting some life into the image. The grey scale tonality would satisfy Ansel Adams or John Sexton.

It might be interesting to post a version that has softer contrast and less detail in the decking. This version is very effective but friedeye's comment made me wonder what a different rendition might be effective.
