No, it's the correct way up. The lights are on the floor, not ceiling. This is the entrance to the National Museum of Australia, in our nation's capital, Canberra. If you look at the other photo titled "Tunnel 2", you'll see it from the other direction. It is a phenomenally interesting building.

Thanks waeshael :) It actually was the front door to the director's residence of the Mount Stromlo Observatory - just near Canberra in Australia. The whole observatory (multiple buildings and telescopes) was lost in the massive Canberra fires of 2003.
